Parking

Residential parking permits are currently no longer available (September 24, 2024). We have exceeded the parking capacity, at this time, but ask for your patience as we continue to evaluate the residential parking areas in the next couple of weeks. If you have any questions, please contact Campus Safety Monday- Friday from 8:00am - 3:00pm for updates. 

 

Our parking regulations provide adequate parking and safe driving conditions.

Parking Privileges

We define parking areas to ensure the safe movement of traffic and the access of emergency vehicles to all roads and parking lots.

To accomplish these objectives, it is agreed that accepting parking privileges is an agreement to abide by these regulations. The cooperation of all motorists on campus is needed for these regulations to effectively ensure safe driving conditions and orderly parking on ½ñÈճԹϒs campus. The College reserves the right to amend these regulations at any time.

Parking Regulations

1. Parking on campus throughout the year, including break periods, is between the hours of 8 a.m. and 5 p.m., Monday through Friday, by permit only. Visitors to campus must register vehicles at all times. Temporary parking permits may be obtained at the Campus Safety Office located in the John J. Maloney Building. Parking regulations regarding handicapped spaces, fire lanes, loading zones, and obstruction of other vehicles or traffic will be enforced 24 hours a day, seven days a week.

2. ½ñÈÕ³Ô¹Ï students cannot park at Haverford or Swarthmore Colleges between 8 a.m. and 5 p.m. Monday through Friday. Haverford and Swarthmore students cannot park at ½ñÈÕ³Ô¹Ï from 8 a.m. to 5 p.m., Monday through Friday. Students are expected to use the Bi-Co/Tri-Co Transportation system. See Section III: Special Permits for exceptions.

** No parking on any Residential Street especially Millbank Road, Wyndon Avenue, and the Lower Merion Baptist Church on New Gulph Road.

3. Resident first year students are not permitted to bring a vehicle to ½ñÈÕ³Ô¹Ï. 

4. All vehicles are to be operated with extreme caution at no more than 15 miles per hour. Pedestrians have the right of way at all times.

5. Vehicles must be parked within the lines of demarcation of parking spaces and must comply with all signage. The College, having marked all approved spaces, is under no obligation to mark all areas where parking is prohibited.

6. Fire zones are denoted by posted signs or painted surfaces.  In addition, parking outside of lines at the end of a row in a parking lot or in any location that would impede access to the area by an emergency vehicle is considered a fire zone violation.

7. Any vehicle parking or standing so as to obstruct or impede a normal flow of traffic, block an entrance or exit way, loading zone, fire lanes, or in any way presents a safety or traffic hazard, or is otherwise parked illegally or in violation of these regulations may be immobilized or removed by towing the vehicle at the owner's/operator's expense. 

8. The registration of a vehicle on campus does not guarantee a parking space, but affords the registrant an opportunity to park in authorized areas when parking is available.

9. ½ñÈÕ³Ô¹Ï is not responsible for losses due to theft or damage to vehicles while parked on College property. 

10. Visitors may obtain temporary parking permits through their College host or sponsor (e.g. Admissions, Conferences and Events, Post-Bac program, Wyndham House) or through the Campus Safety Department. Only permits approved by the Campus Safety Department are deemed to be valid. Vehicles displaying handmade permits or photocopies are subject to ticketing.

11. All vehicles must display current motor vehicle registration, inspection, and ½ñÈÕ³Ô¹Ï parking registration. Vehicles with expired registration or inspection may not park on College property.

12. Violations of parking regulations by registered vehicles are the responsibility of the person who registered the vehicle. Violations of parking regulations by unregistered vehicles are the responsibility of the owner/operator.

13. Repeated violations of parking regulations may result in parking privileges being suspended or revoked.

14. It is the sole responsibility of the operator of any vehicle to be completely familiar with all parking regulations. Ignorance of a regulation will not be considered a defense.

15. Visitors to the campus may park, with a valid temporary permit, in visitor areas and faculty/staff parking areas. Violators will be ticketed and/or towed. Temporary permits may be obtained from the Campus Safety Department.

16. These regulations are applicable to any operator and/or owner of a motor vehicle being operated or parked on campus. A motor vehicle, as defined by these regulations, includes automobiles, motorcycles and mopeds, motorbikes, and any other self-propelled, land-driven vehicles.

17. During the summer months, students not living on campus cannot leave their vehicle on campus. Any faculty/staff employee who needs to leave their vehicle overnight is required to seek approval from the Campus Safety Department.

18. During the school year, commuter students are not permitted to park their vehicles overnight. Any commuter student who needs to leave their vehicle overnight is required to seek approval from the Campus Safety Department.

19. During Winter Break, all Residential student vehicles must be moved out of the Radnor, and Ward (Athletics) parking lots. If you must leave your vehicle on campus, over break, it is essential to park it in the Brecon/Batten parking lots. There are no exceptions. 1. All vehicles parked on College property must be registered with the Campus Safety Department. Parking applications, appeal forms, and temporary parking permits may be obtained at any time through the Campus Safety Department. Applications and appeals can also be made online. Approved permits may be obtained Monday through Friday, 8 a.m. to 3 p.m.

2. All outstanding fines must be paid before a parking permit will be issued.

3. Student parking permits must be affixed on the inside rear view mirror. Faculty and Staff permits must be affixed on the inside rear window in the lower right corner. Permits may not be affixed to a placard or taped.

4. ½ñÈÕ³Ô¹Ï community members with a registered vehicle who need to park a different vehicle temporarily must secure a temporary permit at no charge from the Campus Safety Department. 

5. Temporary parking permits are available for visitors to campus, and for students who have been injured, and who provide a written statement from a qualified physician, citing a medical need. Please contact the Campus Safety Department at 610-526-7911 for further information.

6. Faculty and staff with a ½ñÈÕ³Ô¹Ï permit may park at Haverford College, in accordance with Haverford Regulations. Faculty and staff with a Haverford College or Swarthmore College parking permit may park at ½ñÈÕ³Ô¹Ï in Faculty/Staff Parking Areas.

7. Vehicles may only be registered at one Tri-College campus. 

See Section III: Special Permits for exceptions (below).

Students who believe that their special circumstances necessitate the ability to park at more than one campus (i.e. ½ñÈÕ³Ô¹Ï/Haverford, ½ñÈÕ³Ô¹Ï/Swarthmore) will be required to apply to a dean of their respective college for dispensation, i.e., a Haverford or Swarthmore student would seek authorization from a Haverford or Swarthmore dean. These requests will be carefully evaluated by the dean and if granted, a special permit will be issued, space permitting. These permits will allow the operator of a registered vehicle to park in the South Lot only at Haverford College and at the Brecon/Batten Lot at ½ñÈÕ³Ô¹Ï. Violations of the terms of this dispensation may result in ticketing, towing, and/or revocation of parking privileges.

1. Resident students who have been approved to bring a car to campus and commuting students will be required to pay a registration fee of $100 per year. Students entering ½ñÈÕ³Ô¹Ï at the beginning of the second semester will be allowed to purchase a permit for $50.

2. Summer students may purchase a permit for $25. Summer parking permits are valid after Commencement until Aug. 31.

3. Commuter students may purchase (1) additional permit, for a second vehicle for $10.

4. Resident students may register only one vehicle.

5. Faculty and Staff may register up to (2) two vehicles at no additional cost. Additional vehicles may be registered for $10 per permit.

6. It is the responsibility of the permit holder to notify the Campus Safety Department in the event that their parking permit is lost or stolen. A replacement permit will be issued at a $5 cost.

1. Faculty/Staff: Parking permits allow for parking in designated spaces in the following lots: Gateway, Erdman, Merion, Radnor, Athletics, Campus Safety, West House, English House, Russian Center, Rockefeller Courtyard, Rhoads, Cambrian Row, Bettws-y-Coed, and Graduate School of Social Work and Social Research.

2. Resident Students: Parking permits allow for parking in designated spaces in the following lots: Brecon; Batten, Erdman lower lot, and Gateway near HR (lower lot- all spaces have a parking sign for Residents). Radnor lot along the fence facing New Gulph Road.  

3. Commuter Students: Parking permits allow for parking in designated spaces in the following lots: Campus Center Radnor lot (Blue Dots); Graduate School of Social Work and Social Research. Overflow parking is available in the Athletics Lot, and Brecon /Batten lots.

4. Visitor parking is provided in the following lots: Wyndham (Wyndham Guest only); Gateway; Campus Center (20 minute parking); Athletics Lot.

Students, faculty, and staff may not park in visitor spaces.

Note: ½ñÈÕ³Ô¹Ï and Haverford students, faculty and staff are not permitted to use visitor designated areas at any time. It is the responsibility of departments and individuals, with visitors who plan to be on the campus for more than the designated posted time limit, to obtain temporary permits at no charge from the Campus Safety Department. These temporary permits will allow visitors to park in designated areas or to remain in visitor parking areas beyond the posted time limit.

5. Parking in handicapped spaces is reserved for vehicles with a State-issued handicapped license plate or placard. Special permits will be issued by the Campus Safety Department on an individual basis and for a short time only.

6. Posted reserved parking areas located in various parts of the campus are designated for specific users and are not open for regular parking.

Unregistered vehicles and individuals who have failed to remit outstanding fines are subject to vehicle immobilization — the boot — until settlement is made.

Payments made via mail:

In order to facilitate the payment of parking fines, the Campus Safety Department citation also serves as a mail envelope to the Controller's office. You may place your check or money order (no cash please) in the envelope and send it by campus mail or U.S. Postal Service. Please refer to the instructions on the ticket for additional information. Please do not send payments to Campus Safety.

A. Fines are payable within ten (10) calendar days of the offense.

  • Fines paid within five (5) calendar days are reduced 50 percent.

B. Payments made in person: Payments should be made at the Controller's Office located on the 3rd floor of the Gateway Building.  Checks or cash only when paying in person. When paying, not in person, checks and money orders should be made payable to ½ñÈÕ³Ô¹Ï.

C. Students who fail to remit fines within 10 days of their violation will have the fine added to their student bill by the Comptroller's Office.

D. Failure by students, faculty and staff to remit fines or the repeated violation of parking regulations may result in the loss of parking privileges.

3. Boot (Vehicle Immobilization) / Towing 

A. Unauthorized vehicles parked on campus — vehicles parked in fire lanes — vehicles illegally parked in handicap-reserved — loading or visitor's spaces — vehicles that are immobilized, obstruct traffic — or impede the normal functions of the college are subject to towing/booting at the owner's or operator's expense.

B. Students, Faculty and Staff with two unpaid parking fines who incur a third parking violation are subject to booting/towing.

4. Lower Merion Police may at any time come to campus and cite vehicles parked illegally in handicapped spaces and ticket and tow vehicles parked in fire lanes. They can also ticket illegal parking along Merion Avenue between New Gulph Road and Yarrow Avenue due to this being a Township roadway.

5. ½ñÈÕ³Ô¹Ï is private property. Section 3353 of the Vehicle Code of Pennsylvania allows the towing of unauthorized vehicles from private property. Towing may take place 24 hours a day. There are times when the towing operator may deem it necessary to carefully move one or more vehicles in order to assure damage-free towing. Vehicles may be moved to facilitate the removal of snow under the auspices of the Facilities Services Management Office.

1. Appeals of parking violations are to be forwarded to the Campus Safety Department, John J. Maloney Building. Appeals must be received within five calendar days of the violation. Appeals received after five days will not be considered. Decisions regarding appeals will be made in a timely fashion.

2. Please provide the ticket number on your appeal. Appeal forms are available at the Campus Safety Department or online. It is preferred that you make your appeal online.

3. You will be notified in writing of the outcome of your appeal. Appeal decisions are final. If your appeal is denied, payment is due within 5 days of receipt of denial.
